Visit by Indian youth delegation to China put off

Beijing, Apr 21: A visit by a 100-member Indian youth delegation to China next month has been put off amid reports that Beijing has asked India not to include any person from Arunachal Pradesh in the group.

"China's position on the boundary question between India and China is clear cut and consistent," Chinese Foreign Ministry spokesman Qin Gang told a media briefing here today, reiterating Beijing's claims over the northeastern state.

Qin's remarks came in response to a question about media reports that said China has asked India not to include any person from Arunachal Pradesh in this year's youth delegation which was expected to visit here next month.

The visit of a large Indian youth delegation, an annual feature between the two countries in recent years, has been put off, officials here told PTI.

General elections in India have been cited as the reason for putting off the scheduled visit.

As per the established programme, the 100-member youth delegation pooled from various states calls on Chinese Premier besides meeting other officials. Visiting Chinese youth delegations similarly meet the Indian Prime Minister.

The postponement of this year's visit by the Indian delegation, however, followed media reports that said China has asked the India not to include youths from Arunachal Pradesh.

According to the reports, Youth Affairs Minister Jitendra Singh protested to the External Affairs Ministry as the Chinese stand challenged India's sovereignty over Arunachal Pradesh.

Qin said the both India and China were in touch over the specifics.

"With regard to the visit by the Indian delegation to China, the two sides are in communication on specifics," Qin said adding that there is consensus among leaders of the two countries on enhancing exchanges of youth.

"We are happy to see that over recent years the youth exchanges between the two countries have maintained a sound momentum.  It will play an important role in promoting friendship between the two countries. We should jointly create favourable conditions for the youth exchanges between the two countries," Qin said.

China in the past has issued stapled visas to the residents of Arunachal Pradesh which has been vehemently protested by India.

Last year, two Indian archers from the state were given visas on separate sheet of papers, leading to the cancellation of their visit. It also had a negative effect on an agreement on the liberalisation of the visa regime between the two countries. PTI

BJP reiterates its stand on poll violence, ridicules APCC’s apology demand

ITANAGAR, Apr 21: When the people of the state are eagerly waiting for May 16 to know the names of democratically elected leaders for next five years, the phantom of some horrible and ugly poll related violence are still hunting prominent political parties in the state.

Pained by the poll related violence, Bharatiya Janata Party (BJP) Arunachal Pradesh unit reiterated that the ruling Congress had rampantly indulged in electoral mal-practices. Tense situation is still prevailing under 6-Thrizino-Buragaon assembly constituency followed by ‘instigation of violence’, the BJP Party spokesman Techi Necha said in a release. The Party demanded that the Chief Secretary and CEO intervene immediately into the matter.

The party further said that the Arunachal Pradesh Congress Committee (APCC) should tender public apology instead of demanding it from BJP “for instigations and hatching conspiracy and deployment of Congress goons.”

“The APCC State Vice President demanding public apology from the state BJP president for exposing their ugly deeds, electoral malpractices and electoral criminalization across the state sabotaging and murdering democracy in the election process is ridiculous and un-called for.  The APCC should not forget that in a democracy, everyone is not only free to voice his or her concerns. It is also necessary that voice be heard and concerns be redressed,” the BJP said.

It is worth mentioning here that the APCC Vice president on April 18 last strongly reacted to the allegation of BJP president Tai Tagak that the ruling Congress had Talibanized the election process. While condemning the BJP’s allegation, APCC had asked the BJP to tender a public apology.

APCC vice president had further said “Thrizino-Buragaon incidents, mostly instigated and provoked by the BJP workers in which vehicles of the BJP and the INC were equally damaged, cannot be termed ‘Talibanisation’.

However, BJP today said that the “APCC president shall accept unabated violence unleashing by their party leaders against the opposition BJP party workers, clarify the people of the state and tender their apology to the people of the state.”

The BJP further alleged that the other name of Congress in Arunachal Pradesh is systematic corruption, and poor delivery of public services. Corruption the hall mark of the state administration is manifestation of poor governance, BJP added.

BJP alleges booth capturing, demands fresh polling

ITANAGAR, Apr 21: Alleging total booth capturing during re-polling at Chulla polling station by the INC candidate of 21-Koloriang Assembly Constituency, the Kurung Kumey district unit of Bharatiya Janata Party (BJP) has demanded the election authority of the state to either conduct fresh polling or withhold the results of the said polling station.

Describing the act as murder of democracy and curtailment of citizen’s rights to exercise their adult franchise and planned derailment of election process under People’s Representative Acts, the district BJP alleged that the polling station in question was totally captured with 99.99 percent polling by the INC candidate of the 21-Koloriang Assembly Constituency. It further alleged that re-polling was done by the INC candidate before day of re-polling in connivance with the Presiding Officer who reportedly have a good rapport with the INC candidate.

While condemning the act in its strongest term, the district BJP also expressed deep concern over the manner in which the re-polling has been conducted at the Polling Station.

Since the 31-Chulla Polling Station was classified as a hypersensitive Polling Station by the State Election Commission, re-polling should have been conducted by deploying adequate security arrangement and appointment of Micro- Observers, installation of CCTV camera or videography of the polling process for free, fair and incident free re-polling.

“The party has a high esteem on the impartial and exemplary role of the State Election Commission in the conduct of elections in the state and do hope that the Commission would not belie the hope, aspirations and high expectation of the citizens of 21- Koloriang (ST) Assembly Constituency by remaining mute spectator to such most undemocratic intents and activities of a candidate in a highly sensitive rural belt of one of the most backward district of our State, rather, would keep the expectations of the people high by initiating exemplary corrective measures and solutions to the matter that will be acceptable to all parties in the true spirit of democracy,” the party added.

ZPC demands arrest of persons involved in post-poll violence

ITANAGAR, Apr 21: Kurung Kumey Zilla Parishad Chairperson Sangha Tagik today urged the law enforcing agency to immediately arrest those involved in damage of the house of one Kamrik Yape, a widow at Koloriang and the suspension bridge over Kush river under Koloraing circle of Kurung Kumey district last night.

Describing this post-poll violence as shocking, the ZPC said  authorities should award  exemplary punishment to wrong doers to dissuade others from such acts while sending a louder message against lawlessness. Claiming that a group of people allegedly owing allegiance to the People’s Party of Arunachal (PPA) are involved in this post-poll violence, Tagik further said such inhuman and anti-national acts deserve condemnation from all quarters. The group with covered faces raised the house of the widow to ground physically and dismantled the suspension bridge using a JCB that snapped the road connectivity till it was repaired today, Tagik said in a release. The bridge located between Leel and Pani villages serves as lifeline for the people of the area as well as the defence personnel for their movement towards the Indo-China border.

Election is a democratic process fought with the ballots not with muscle power that too by causing sufferings to the masses, he said, adding no party subscribes to violence in any form and one should remember that negative acts cannot yield positive outcome.

He also appealed to all candidates of the districts to prevail upon their supporters as such actions could boomerang after the elections and create social disorder and law and order problem.

Pointing out that the entire re-polling including at Chulla was peaceful as informed by the police, he termed the claims and counter claims on the issue politically motivated.

Youth urged to play vital role

MUNSHIPARA, Apr 21: The youth have a vital role to play in bringing a turnaround to regain the glory of Bharat, said Gandhian Dr SN Subba Rao, director of National Youth Project (NYP).

India lured wonderers and researchers since ages for its rich diverse culture, harmonious coexistence and hospitality while invaders plundered its wealth umpteen times but still it is a sleeping giant, he said.

Addressing 237 youths including 73 girls from 24 states attending the week-long National Integration Youth Leadership camp here on Sunday, Dr Rao, lovingly called Bhaiji, said India is the youngest nation with 50% of its 121 crore population below the age of 25 and more than 65% below the age of 35.

India gained freedom but majority of Indians are still victims of poverty who have no love for the nation which underscores the role of the youth, he said with confidence.

He recalled the first people’s movement or Satyagraha inspired by Mahatma Gandhi in the independence movement started at Champaran district of Bihar and Kheda district of Gujarat in 1916 and 1918 respectively that ultimately spread all over the nation to attain freedom for India in 1947.

“Tens of thousands of landless labourers and poor farmers who were forced to grow indigo and other cash crops instead of the food crops were bought by the ruthless militias of the landlords, mostly British, at a throwaway price living them in penury. Poverty ignited the freedom movement led by Gandhiji.”

“You have a vital role to rekindle the spirit of patriotism to unite the hearts rising above caste, creed, region and religion – the essence of Indian culture,” he said with confidence.

The assembly sang in chorus with Bhaiji who enthused them with the famous number – nau jawan aore nau jawan gao re, lo kadam milao re lo kadam badhao reaab ek din.

This camp, being conducted by Arunachal Pradesh NYP president HP Biswas, is the 7447th organised in series since 1992. A dozen of camps have been reorganized in Arunachal with the support of former chief minister, late Dorjee Khandu. The last camp supported by Chief Minister Nabam Tuki and Agriculture Minister Setong Sena was hosted by Nampong under Jairampur subdivision of Changlang district in January 203 where 300 youths from 21 states had firsthand experience about the hospitable Arunachalees, their lifestyle sink with nature and rich cultural mosaic.

Nine young Arunachalee girls are attending the camp which would be conducted by Bhaiji, Biswas, NYP treasurer RC Gupta, dance director Narendra Wadgaokar, senior members Ajay Pandey and Dr CB Singh from Koshi Nagar.

Precious life lost

Dear Editor,

At the very outset, I would like to extend my deepest condolences to the bereaved family of late Mr Mathew Dabi, a polling official who went missing on polling day April 9 and was mysteriously found death on April 16 at Siine village under Boleng circle. Not only the family has lost their sole bread-earner, but also the state has lost an experienced teacher with his untimely demise.

This incident raises eyebrows over the conduct of concerned authorities responsible for the polling day and search operation. The bereaved family has every right to be dissatisfied and raise questions to the administration. The administration has displayed a sheer lack of urgency in handling the situation. The mystery death points to possibility of orchestrated murder.

Well, the law will now take its own course to unearth the truth and book the culprits (if any) but I would re-emphasis on the need for urgency and commitment in the investigations as well. Any amount of compensation can never compensate a person’s life, yet I would like to exhort the Election Commission that deserved and timely ex-Gratia should be released to the bereaved family. According to the official statement of Election Commission of India (ECI) on April 14, 2014, “A minimum amount of Rs. 10 lakh will be provided to the next kin in case of the death of a polling officer during the polls. If the death takes place due to any extremist violence then the compensation will be of Rs. 20 lakh.”

Hope the family of the deceased muster enough courage to face this irreparable loss as I mourn a precious life lost and pray for his soul to rest in peace.

Yours,

Rugli Gali

Sisen villagers have better understanding of democracy

Dear Editor,

It is interesting to witness the new trend of electoral behavior displayed by the villagers of Sisen under Pangin Assembly constituency. Although these people are mostly poor, backward and uneducated, however, they have a better understanding of democracy at least in developmental sense. It is not that they stand against the democratic electoral process but they are against their corrupt leaders who have deprived them from every form of growth and development for many decades in the name of election. I think people should not waste their vote for lack of good choice by voting compulsorily for a candidate. Thus it calls for a robust 'NOTA' provision in near future. Their example is not a threat to healthy democracy rather it’s big 'No' to perverted democracy. In fact such example is an eye opener for people residing in towns and cities especially in our own capital where law has failed miserably. Lastly let the voters decide the fate of the political parties, instead of the parties deciding the voters' choices.

Yours,

Philip Jerang

Enquiry be initiated

Dear Editor,

This is in reference to the expulsion order published in your daily on dated 17th April, 2014 by the President, Block Congress Committee, Yachuli against us. In this regard we would like to clarify that all the undersigned below, the former members of Indian National Congress had already resigned from various post's as well as active members of the party about which the same was published in the local media on earlier date. The reason for tendering of resignation was that neither President, BCC (I) Bengia Tadam nor party candidate Likha Saaya invited and initiated us to work for the interest of party. Even they had not issued any circular or notice for meeting to work unitedly to win assembly as well as western parliamentary seat of Lok Sabha. When there were no any responses from either of them or from the party authority, we voluntarily tendered our resignation from the Congress Party to protest our dissatisfaction with the functioning of the President, BCC (I) and INC party ticket holder of 16th Yachuli Assembly Constituency. They even didn't bother to entrust the party workers to campaign for Assembly and Parliamentary seats in the area. This itself is a clear proof of double standard practiced by BCC (I) President and Party Candidate to damage the image of Indian National Congress. In case Congress party loses in both assembly and parliament election in the 16th Yachuli Constituency, the entire responsibility should be bestowed to the President, BCC ( I ), Yachuli and Party candidate for which Bengia Tadam, President BCC(I), deserves early replacement and expulsion from party.

Hence, we the resigned members are of the view that expulsion order published in the media doesn't hold any ground but it was only done to tarnish our image to hide their own wrong doing of not activating the party worker at various levels. Further, we appeal President, APCC (I) to take necessary action for breach of party discipline against them for not campaigning for the INC MP candidate of Western Parliamentary Constituency and favouring Bharatiya Janata Party candidate in just concluded parliamentary election. To substantiate our allegation, the result of Yoglu and Yazali Panchayat segments to which Likha Saaya, INC candidate and Bengia Tadam's President BCC(I) belongs would be sufficient enough to establish our allegations and their acts of dualism on 16th May of 2014.

As such, it would be appropriate that an enquiry be initiated on early date against them to uphold the image of country's oldest party i.e. Indian National Congress Party in right and earnest means.

Yours,

Taba Appa (Former BCC Treasurer)

Toko Budh ( Former  AYC President)

Joram Jilli (Former BCC GS)

Joram Bida (Former  DCC GS)

Joram Khope (Former  GPM Migo-Jara)

Joram Tara (Former  GPM Sui Joram)

Resolve issue peacefully

India-China diplomatic row is showing no signs of easing anytime soon. Beijing has asked New Delhi not to send youth from Arunachal Pradesh in the annual youth exchange delegation next month. Youth Affairs Minister Jitendra Singh has replied to Beijing saying that the entire exchange must be cancelled if it did not want youth from Arunachal Pradesh in the delegation. It is believed that Mr Singh shot off a strongly worded letter to External Affairs Minister Salman Khurshid, asking him to cancel the trip unless China drops the condition.

The tough stand taken by Youth Affairs Minister is appreciable and sure will send strong signal to China. It’s unfortunate that Arunachalee citizen often have to bore the brunt of Chinese action. In the past many sportsperson hailing from Arunachal could not travel to China to participate in international sporting event after they were issued stapled visa by Chinese authorities. Despite huge potential, India and China has not been able to do border trade through Arunachal. The border talk between two nations has been going on for last many years but no concrete result has come out. Both India and China need to exhibit some maturity to solve boundary dispute amicably. The two nuclear armed neighbours should avoid having tense standoff.
